Official Minutes of the February 08, 2016 Regular Board Meeting

Village of Odell, Illinois

 

Council Room, Odell, Illinois, Monday February 08, 2016, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding  and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee Members were physically present:  Brian Verdun, Jamie Johnson, Joan Bullard, and Brian Mills.

Staff Present: Rich Ribordy

Guests Present: Brian Fearman, Randy Yedinak

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present

Minutes of the January 11, 2016 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the January 11, 2016 Regular Board Meeting as printed; second by Trustee Jamie Johnson;

Minutes of the January 25, 2016 Special Board Meeting

Trustee Brian Verdun moved to approve the minutes of the January25 2016 Special Board Meeting as printed; second by Trustee Jamie Johnson;

Treasurer’s Report

Mayor Joyner reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report.  Bank balances for the month ending January 31, 2016 are as follows:

Bills

Board Listing Report #874 ran on February 04, 2016 at 12:06pm representing all due bills for the Village for February 2016, and Board Listing Report #875 ran on February 04, 2016 at 12:25pm representing all due bills for Tourism for February 2016 were presented for payment approval plus 4 extra bills received today as follows: Hach $845.05; Water Products Co. $452.28; Donnells $208.01; Kankakee Valley Construction Co., $113.85.

 

Trustee Brian Mills moved to approve and pay all bills on the Board Listing Report dated
February 04, 2016 ran at 12:06pm, list #874, and Board Listing Report dated, February 04, 2016pm ran at 12:25pm, list #875, plus the 4 additional bills presented; second by Trustee Brian Verdun;

Police Report

Sgt. Mitchell reported that there were 24 calls, 3 citations and 1 written warning for police activity in Odell during the Month of January, 2016.

Public Forum

Brian Fearman addressed the board in reference to the cleanup of the property at 109 – 111 N Front St.  The board thanked Brian for the cleanup effort he has made to date and asked to be kept updated regularly on the cleanup progress and on future plans for the property.

 

OLD BUSINESS:

Route 66 Trail Bids

The state is still without a budget and withholding the grant funds.  Route 66 Trail Bids were tabled until the March 2016 Board Meeting.

 

Bank Proposed Interest Rates Route 66 Project

No action was taken on the proposed interest rates received from two banks due to the hold put on the Route 66 project.

Clearwell Update

There are no updates on the Clearwell issue.

 

Follow-up – Status of Legal Process for Cleanup of Property 109-111 N Front St.

The board agreed that they would monitor the cleanup of the property at 109-111 N Front St before resuming legal action.  Two other properties were discussed as to whether legal action should be taken.  These two properties were referred to Attorney Ed Legner.

NEW BUSINESS:

Guest Speaker Randy Yedinak

Guest Randy Yedinak, candidate for Livingston County States Attorney, gave the board an overview of his legal experience.  Mr. Yedinak explained that he is devoted to making Livingston County a better place in which to live and raise a family.

Resolution to Appoint New Registered Agent to Odell Tourism & Community Development

Attorney Legner explained that the current Registered Agent to Odell Tourism & Community Development is no longer on the Odell Village Board and that a Resolution is needed to appoint the new Registered Agent.

 

Trustee Jamie Johnson moved to appoint Mayor Terry Joyner as the new Registered Agent to Odell Tourism & Community Development; second by Trustee Brian Mills;

Mayor Joyner’s Recommendation for Vacant Trustee Seat

Mayor Joyner advised the board that he recommends the appointment of Lisa Lambert to fill the vacant Village Trustee Seat.

 

Trustee Brian Mills moved to approve Mayor Joyner’s recommendation that Lisa Lambert be appointed to the vacant Village Trustee Seat; second by Jamie Johnson;

Solicitations

Mayor Joyner stated that he has received complaints about solicitors going door to door in town.  Attorney Legner stated that the Village does have an Ordinance pertaining to peddlers that was enacted several years ago. However, Attorney Legner advised that the parameters of what solicitations are allowed and not allowed need to be examined before prohibiting solicitations.  Attorney Legner will research the matter before the next board meeting. In the meantime residents are urged to report any suspicious solicitors to the Livingston County Sheriff’s Department.

 

Miscellaneous New Business

Mayor Joyner indicated that the Village has a few buildings that need new roofs and directed Rich Ribordy to obtain estimates.  The Mayor also will be getting estimates to paint the Welcome to Odell sign and the ballpark sign.
