Council Room, Odell, Illinois, Monday September 12, 2016, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee Members were physically present: Brian Verdun, Lisa Lambert, Jamie Johnson, Mark Tissiere, Brian Mills and Joan Bullard at 7:13pm.

Village Attorney Present: Ed Legner

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present

 

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance.

 

Minutes of the August 01, 2016 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the August 01, 2016 Regular Board Meeting as printed; second by Trustee Brian Mills;

Minutes of the August 29, 2016 Special Board Meeting

Trustee Brian Verdun moved to approve the minutes of the August 01, 2016 Special Board Meeting as printed; second by Trustee Brian Mills;

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report. Bank balances for the month ending August 31, 2016 are as follows:

Iris also reported that in August the Village received the first installment of Property Taxes.

 

Trustee Jamie Johnson moved to approve the Treasurers report with a request that the auditor advise if funds from the General Fund can be moved to the Sewer Fund to correct the negative balance in the Sewer Fund; second by Trustee Brian Verdun;

Bills

Board Listing Report #906 ran on September 12, 2016 at 11:55AM representing all due bills for the Village for September, 2016, and Board Listing Report #907 ran on September 12, 2016 at 12:52PM representing all due bills for Tourism for September 2016 were presented for payment approval plus an additional bill from HD Waterworks for $ 456.00.

 

Trustee Brian Mills moved to approve and pay all bills on the Board Listing Report dated September 12, 2016 ran at 11:55AM, list #906, and Board Listing Report dated September 12, 2016 ran at 12:52PM, list #907 plus the additional bill from HD Waterworks for $ 456.00; second by Trustee Brian Verdun;

Police Report

An officer from Livingston County Police Department presented a Police Activity Report for the month of August. The report listed calls within the Village, but the report did not reveal whether there were warnings or citations issued.

 

OLD BUSINESS:

 

Adoption of An Ordinance Authorizing The Issuance Of General Obligation (Limited Tax) Notes, Series 2016, To Finance Municipal Facilities For the Village Of Odell, Livingston County, Illinois And Providing The Details Of Such Notes, And Related Matter

Trustee Jamie Johnson moved to adopt An Ordinance Authorizing The Issuance Of General Obligation (Limited Tax) Notes; second by Trustee Mark Tissiere;

Part-time Maintenance Superintendent’s Assistant Job Description

Trustee Brian Mills moved to approve the Part-time Maintenance Superintendent’s Assistant Job Description with modifications as discussed; second by Trustee Brian Verdun;

Mayor Joyner’s Recommendation for Part-time Superintendent’s Assistant

There are no recommendations for this position at this time.

 

Interview Committee Superintendent’s Position Recommendation

The Interview Committee Superintendent’s Position is moved to Executive Session

 

Clearwell Update

There is nothing to report on the Clearwell at this time.

 

UTV’s

Ed Legner reported that as per State Statue UTV’s are not allowed on municipal streets unless there is an Ordinance authorizing their use. Ed will work on amending our present Ordinance to include some of the other types of these slow moving vehicles.

 

Miscellaneous Old Business

Cleaning of the creek and obtaining estimates was discussed. No other action was taken.

 

NEW BUSINESS:

 

Water Rates

Trustee Brian Mills reviewed our water rates and increasing water/sewer expenses.

 

Trustee Brian Verdun moved to increase water rates by 1.5 percent this year and revisit annually; second by Trustee Joan Bullard;

Nays:   Jamie Johnson, Mark Tissiere – 2

 

410 E. Vermillion St

The condition of the house at 410 E. Vermillion St. was discussed. No action was taken at this time.

 

Police Contract

Mayor Joyner reported that Dwight could supply an officer on a part-time basis, but the cost is more than the contract offered by Livingston County Sheriff’s Police. Mayor Joyner also reported that the majority of Mayors that he has spoken with are not renewing their contract with Livingston County Sheriff’s Police.

 

Miscellaneous New Business

A suggestion was made to check with Tom Bennett on grants to replace Street signs.

Trustee Mark Tissiere moved to exit Regular Session and enter into Executive Session at 8:27pm to discuss Personnel Issues, Part-time Superintendent’s Assistant Position, Interview and Committee Recommendation; second by Trustee Brian Verdun;
