Official Minutes of the December 14, 2015 Regular Board Meeting

Village of Odell, Illinois

 

Council Room, Odell, Illinois, Monday December 14, 2015, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee Members were physically present: Brian Verdun, Jamie Johnson (at 6:57), Phaela Hodges, Joan Bullard, and Brian Mills.

Staff Present: Iris Thorne, Rich Ribordy

Guests Present: Adam Dontz, Monty & Amy Jensen, Courtney Tjelle; Officer Hoffmeyer

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present

Minutes of the November 09, 2015 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the November 09, 2015 Regular Board Meeting as printed; second by Trustee Joan Bullard;

Nays:   None

After the approval of the minutes Mayor Joyner announced with regret that Phaela Hodges is moving and has turned in a written resignation for her position as Trustee on the board.

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report. Bank balances for the month ending November, 2015 are as follows:

Iris Thorne reported that video gaming monies for the last 5 months were in today’s mail and have been deposited into Odell Checking.

Bills

Board Listing Report #866 ran on December 14, 2015 at 10:55am representing all due bills for the Village for December 2015, and Board Listing Report #867 ran on December 14,, 2015 at 11:45am representing all due bills for Tourism for December 2015 were presented for payment approval.

Trustee Brian Mills moved to approve and pay all bills on the Board Listing Report dated December 14, 2015 ran at 10:55am, list #866, and Board Listing Report dated December 14, 2015 ran at 11:45pm, list #867; second by Trustee Brian Verdun; approved by roll call vote:

Police Report

Officer Brian Hoffmeyer from the Livingston County Sheriff’s Department reported that the Village had a total of 112calls, 1 citations, and 0 warnings issued during the month of November, 2015.

OLD BUSINESS:

Route 66 Trail Bids

Mayor Joyner announced that the Village has received a one year extension on the Route 66 Trail Grant. The state is still without a budget and withholding the grant funds. Route 66 Trail Bids were tabled until the January 2016 Board Meeting.

 

Bank Proposed Interest Rates Route 66 Project

No action was taken on the proposed interest rates received from two banks due to the hold put on the Route 66 project.

Clearwell Update

There are no further updates on the Clearwell at this time.

Culvert Policy

Ed Legner has revised the Village Culvert Policy. The board discussed the revisions.

Trustee Jamie Johnson moved to approve the Resolution Regarding the Cost of Installation of Driveway Culverts in the Village of Odell; second by Brian Mills;

Miscellaneous Old Business

Mayor Joyner reported that Rich and Tim have completed the work on Elk Street. Rich Ribordy stated that our backhoe is rated at 3,500 PSI and the new clamp on forks at 7,000 PSI.

NEW BUSINESS:

Mayor’s Board Member Recommendation

Mayor Joyner announced that he is recommending Mark Tissiere as our new board member to replace Gary Wykes who resigned last month.

Trustee Brian Mills moved to approve the Mayor’s recommendation to appoint Mark Tissiere as a board member; second by Jamie Johnson;

Liquor License Ordinance Amendment Request

Monty and Amy Jensen and Courtney Tjelle, representing Jensen’s Amoco, are here to request that the Village amend their current Liquor Ordinance to allow them obtain a local liquor license. The current Village Liquor Ordinance requires that the license holder live within the municipal boundaries.

After discussion the board agreed to refer the request to Attorney Ed Legner for revision of our local liquor Ordinance.

Ordinance: Establishing Livingston County Enterprise Zone

Adam Dontz explain that the proposed Enterprise Zone includes Chatsworth, Fairbury, Flanagan, Pontiac, Odell, Dwight in Livingston County and Dwight in Grundy County. A builder meeting certain criteria with the State of Illinois would be exempt from:

 

  1. Sales tax on new construction building materials
  2. Sales tax on personal property or equipment
  3. Utility Tax
  4. Illinois State Investment Tax

 

Trustee Jamie Johnson moved to approve the Ordinance Establishing Livingston County Enterprise Zone with the approval of legal counsel; second by Trustee Joan Bullard;

Intergovernmental Agreement: Livingston County Enterprise Zone

Trustee Jamie Johnson moved to approve the Intergovernmental Agreement with the approval of legal counsel; second by Joan Bullard;

A Special Board Meeting when legal counsel can be present will be held before December 31, 2015.

5-K Run: Brian Hoffmeyer

Brian Hoffmeyer, representing the FOP, advised the board that the FOP would again like to sponsor a 5-K run in Odell on May 21, 2016. The board agreed to that date.
