Council Room, Odell, Illinois, Monday Feb. 11, 2019, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Acting Mayor Brian Mills presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present: Brian Verdun, Lisa Lambert, Jamie McPeek, Mark Tissiere, and Brian Mills

Guests Present: Deputy Myers; Tom Russell; John Ribordy

Minutes of the Jan. 14, 2019 Regular Board Meetings

Trustee Brian Verdun moved to approve the minutes from the January 14, 2019 Regular Board Meeting; second by Trustee Jamie McPeek;

Treasurer’s Report

Iris Thorne presented Treasurers Reports and Year to date Fund Summaries for both December 31, 1018 and January 31, 2019

Trustee Brian Mills moved to accept the Treasurers Report for the month ending January 31, 1019; second by Trustee Brian Verdun;

Bills

Board Listing Report #30 ran on Feb 08, 2019 at 4:17pm representing all due bills for the Village due in February 2019, and Board Listing Report #30 ran on Feb 08, 2019 at 4:27pm representing all due bills for Tourism due in February 2019 and the between Meeting Paid Bill List   **Tourism invoices have the same Board Listing Report number as the General Cash in all Funds account Board Listing Report because the check process was not properly updated.

 

Trustee Mark Tissiere moved to approve the Board Listing Report #30 ran on February 08, 2019 at 4:17pm and 4:27pm representing all due bills for the Village and for Tourism due in February 2019, and the between Meeting Paid Bill List; second by Trustee Brian Verdun;

Police Report

Deputy Myers reported that there was a drug arrest during the month of January along with other miscellaneous calls.

Finance Committee – Finance reported that they are still in the process of updating the employment policy

 

OLD BUSINESS:

 

Water Tower Inspection

Per the IEPA our water tower is overdue for an inspection of the inside since the last painting.  The engineers gave Rich Ribordy an estimate of $ 800.00 to have this completed. This will be done in the spring.

 

IEPA Findings/Recommendations

Rich Ribordy reported that our water loss was due to a service line failure leaking into a tile and difficult to locate.  It has been repaired and the water loss for the last two months is down to .14%.

 

Employee Compensation/Insurance Benefit for Spouse

Our Attorneys have prepared the Resolution for the spouse insurance benefit in lieu of not insuring their spouse that was approved in December by 6 yeas and 0 nays.

 

 

Trustee Brian Mills moved to accept the Resolution for Employee Group Health Insurance; second by Trustee Jamie McPeek;

Nays:   Brian Verdun, Mark Tissiere – 2

 

Motion did not pass; the Resolution is tabled until next month.

 

Truck Dump Bed Repairs

Acting Mayor Mills has received quotes from Monroe for $ 6,400 and Quality Truck for $ 7,300 for a steel bed.  He already has one estimate for repairing the bed for $ 3,150 and will obtain a second estimate on repairing the truck bed. Issue is tabled until the March meeting.

 

Public Improvements

Acting Mayor Mills reported on several issues that have been addresses at previous meetings.

 

Miscellaneous Old Business (discussion only)

Acting Mayor Mills reported that the pad for the north lift station generator has been poured.

 

NEW BUSINESS:

 

OSHA Complaint

Attorney Nick Ehrgott reported that do to the number of Village employees the Village is not required to provide yearly documentation to OSHA.  However Attorney Ehrgott has addressed the OSHA complaint and has submitted the required documentation of the Village’s compliance.
