Council Room, Odell, Illinois, Monday February 13, 2023 a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present: Brian Verdun, Trisha Biernat, Randy Pagel, and Tom Russell

Minutes of the January 09, 2023 Regular Board Meeting

Minutes of the January 09, 2023 Regular Board Meeting not available for approval.  Tabled till the March 13, 2023 Regular Board Meeting.

 

Treasurer’s Report

Treasurer Jim Rebholz was not in attendance.  Board packets contained a Treasurer’s Report of unreconciled account balances for the month ending January 31, 2023 as follows:

Board Listing Report #191 ran on February 13, 2023 at 10:00am representing all bills for the Village due in February; Board Listing Report #192 ran on February 13, 2023 at 10:25am representing all bills for Tourism due in February and the between Meeting Paid Bill List for January for $8,588.15, February for $6,481.66 and a bill from Evergreen FS were presented to the board for payment approval.

 

Trustee Brian Verdun moved to approve Board Listing Report #191 ran on February 13, 2023 at 10:00am representing all bills for the Village due in February; Board Listing Report #192 ran on February 13, 2023 at 10:25am representing all bills for Tourism due in February and the between Meeting Paid Bill List for January for $8,588.15, February for $6,481.66 and the bill from Evergreen FS; second by Trustee Tom Russell;

OLD BUSINESS:

 

Bid and Contract Approval of 210 S Morgan St

On January 26, 2023 at Village Hall, Attorney Ehrgott and Mayor Mills received oral bids on Parcel #1, 310 S Morgan, from the two original bidders, Jim Farris and Jacob Negray.  The highest bid was received from Jim Farris, a bid of $22,000.

 

Trustee Brian Verdun moved to accept the bid from Jim Farris for Parcel #1, 310 S Morgan for $22,000; second by Trustee Randy Pagel;

Resolution Regarding Sale of 310 S Morgan St

Trustee Brian Verdun moved to approve the Resolution to Sell Parcel #1, 310 S Morgan to Jim Farris for $22,000; second by Trustee Randy Pagel;

Resolution Regarding Water and Sewer Rates

Trustee Tom Russell moved to approve to amend the Ordinance relating to the condition of the supply and use of water in the Village of Odell to $28.80 for the 1st 2600 gallons; $10.38 per each additional 1,000 gallons; second by Trustee Brian Verdun;

Trustee Tom Russell moved to approve to amend the Ordinance for the use of private and public sewers in Odell to $17.95 for the 1st 2600 gallons; $6.90 per each additional 1,000 gallons; second by Trustee Brian Verdun;

Trustee Tom Russell moved to approve the amendment to the Ordinance relating to the condition of the supply and use of water in the Village of Odell for the Farmers Meter to the rate of 700 gallons for $10.00; second by Trustee Brian Verdun;

Miscellaneous Old Business (discussion only)

Mayor Mills explained that when the new generator runs the RO kicks out because the RO automatically kicks out when low on juice for more than 3 seconds. The problem is being worked on.

 

NEW BUSINESS:

 

Request for Vacation of S Morgan St from Deer to the South Village Limits

A written request to vacate S Morgan St from Deer St to the South Village Limits has been submitted to the Village. Attorney Ehrgott explained South Morgan St from Deer St south to the Village limits is an undeveloped street.  If the street is vacated, the Village will still have water and sewer easements rights.

 

Trustee Randy Pagel moved to approve an Ordinance to vacate South Morgan St from Deer St to the south Village Limits; second by Brian Verdun;

Public Forum

Concerned citizens brought before the board an issue about the decline of some properties within the Village.  Mayor Mills acknowledged the concern and will see that it is addressed.
