Council Room, Odell, Illinois, Monday January 25, 2016, a Special Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.

Roll Call

Roll call showed the following Trustee Members were physically present: Brian Verdun, Jamie Johnson, Mark Tissiere, Joan Bullard and Brian Mills.

Staff Present: Iris Thorne

Guests Present:

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present

Mayor Joyner led the Pledge of Allegiance

OLD BUSINESS:

Amendment to Liquor Ordinance

Ed Legner explained that the State Statute does not require the manager or members of a Corporation or Partnership to live within a Municipality in order to obtain a state liquor license. It is up to the Municipality to incorporate that requirement, if they so desire, into their local liquor ordinance. The Village of Odell’s present Liquor Ordinance does not require a manager or members of the Corporation to a have residency here, but because of the wording of Partnerships in our Ordinance, residency is required. The amendment will eliminate that requirement for members of Partnerships.

Brian Mills moved to adopt the proposed Amendment to our Liquor Ordinance; second by Brian Verdun;

Approved by roll call vote:

Yeas: Brian Verdun, Jamie Johnson, Mark Tissiere, Joan Bullard and Brian Mills – 5

Nays: None

Trustee Jamie Johnson moved to adjourn at 7:20pm; second by Trustee Brian Verdun;
