Council Room, Odell, Illinois, Monday October 09, 2017, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Acting Mayor Mills presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present:  Brian Verdun, Lisa Lambert, Jamie Johnson, Joan Bullard, and Brian Mills

Staff Present: Iris Thorne, Mike Nabors

Village Attorney Present: Ed Legner

Guests Present: Dep. Blake Krewer

Minutes of the September 11, 2017 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the September 11, 2017 Regular Board Meeting and the September 19, 2017 Special Board Meeting as printed; second by Trustee Joan Bullard;

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary for the month ending September 30, 2017. Bank balances for the month ending September 30, 2017 are as follows:

Board Listing Report #964 ran on October 09, 2017 at 9:45am representing all due bills for the Village due in October 2017, and Board Listing Report #965 ran on October 09, 2017 at 10:20am representing all due bills for Tourism due in October 2017 plus the list of payments due and paid between meetings totaling $ 19,318.50.

 

Trustee Brian Mills moved to approve and pay all bills listed on the Board Listing Report #964 ran on October 09, 2017 at 9:45am and Board Listing Report #965 ran on October 09, 2017 at 10:20am plus the list of payments due and paid between meetings totaling $ 19,318.50; second by Trustee Brian Verdun;

Police Report

A police report for the month of September was received by a representative of the Livingston County Sheriff’s Police.

 

Committee Reports

Water & Sewer – The committee has been researching our operating costs, history of rate changes, and also rates of the surrounding municipalities.  Water & sewer rate increase is tabled until November

Police & Streets, Alleys – Trustee Brian Verdun reported that the estimated cost to clean out the culvert on the South Spur that is on Village Right of Way is $485.00.  It was noted that the cleaning of the culvert will not contribute to any water/drainage issues already present.

 

Trustee Joan Bullard moved that the Village pay ½ of the $ 485.00 to clean out the culvert on the South Spur; second by Trustee Lisa Lambert;

OLD BUSINESS:

Sidewalk

Mayor Mills reported that the estimate from Lovell Excavating to replace the dropped sidewalk in front of city hall if $ 6,950.00.

 

Trustee Brian Mills moved to accept the bid for $ 6,950.00 from Lovell Excavating to replace the dropped sidewalk in front of city hall; second by Trustee Brian Verdun;

Clearwell Update

Attorney Legner informed the board that there are depositions to be taken on November 17, 2017 and that there are no further updates to report.

 

Collector Position

Discussion for the Collector Position is moved to Executive Session.

 

Mediacom Ordinance

The Mediacom Ordinance is tabled until November.

 

Miscellaneous Old Business

Cleaning of the south ditch was discussed.  Additional research is needed on property ownership.  The cost of the project is assigned to the Finance Committee to determine which line item to appropriate the money from.

Trustee Brian Verdun moved to approved the Tax Levy Ordinance; second by Trustee Joan Bullard;

Trustee Jamie Johnson moved to adopt “An Ordinance Authorizing the Issuance of General Obligation (Limited Tax) Notes, Series 2017A, to Finance Municipal Facilities for the Village of Odell, Livingston County, Illinois, and Providing the Details of such notes, and Related Matters”; second by Trustee Brian Verdun;

Miscellaneous New Business

Farnsworth presented a proposed contract for Farnsworth to oversee the Clearwell project.  Attorney Legner will confer with Farnsworth about adding additional quality control to the proposed contract.

 

 

Executive Session – Personnel Benefits

 

Trustee Brian Mills moved to enter into Executive Session at 8:35pm to discuss personnel benefits in regards to the Collector position; second by Jamie Johnson;

Trustee Brian Verdun moved to set the Collector salary at $ 16.00 per hour to start and $ 17.50 starting February 2018; second by Trustee Brian Mills;
