Council Room, Odell, Illinois, Tuesday October 10, 2023 a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted.
Roll Call
Roll call showed the following Trustee members were physically present: Brian Verdun, David Thorne, Randy Pagel, Tom Russell and Josh Osborne
Staff Present: Iris Thorne, Jim Rebholz
Village Attorney Present: Nick Ehrgott

Minutes of the September 11, 2023 Regular Board Meeting
Trustee Brian Verdun moved to approve the Minutes of the September 11, 2023 Regular Board Meeting; second by Trustee Josh Osborne;

Treasurer’s Report
Treasurer Jim Rebholz was in attendance. The August and September 2023 Treasurer’s Reports and YTD Fund Summaries were presented to the Board for approval. Reconciled balances for the month ending September 30, 2023 (see August minutes for month ending August 31) are as follows:

Monthly Bills
Board Listing Report #215 ran on October 09, 2023 at 1:30pm representing all bills for the Village due in October; Board Listing Report #216 ran on October 09, 2023 at 2:04pm representing all bills for Tourism due in October, and the between Meeting Paid Bill List for October for $6,815.10 were presented for payment approval, plus a late bill for mileage for Cody for $78.60.

Police Report
A Livingston County Sheriff’s Office deputy was present to review the Police Activity Report for Odell for the month of September.
Public Forum (at Mayor’s discretion)
In reference to the complaint regarding odor nuisance on Tremont St, Attorney Ehrgott explained that the complaint has been submitted to Adult Protective Services out of Champaign.
In reference to the debris dumped North and West of 213 E. Prairie St, Mark Hilleary explained that he is planning on placing a subdivision on his property there. He indicated that the debris has been moved to the back of the property behind a ridge and is not visible from any of the houses or the road. The concern now is the gravel piled within sight that is to be used for the road, which a placement has yet to be determined. It was decided that before the November Board Meeting the present gravel and any new gravel will be leveled out.
