Council Room, Odell, Illinois, Monday October 14, 2019, a Regular Board Meeting was held this date at 7:00pm, at Village Hall, Council Room, 213 S. Front Street, with Mayor Brian Mills presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee members were physically present: Brian Verdun, Lisa Lambert, Jamie McPeek, Mark Tissiere, and Tom Russell

Staff Present: Iris Thorne

Village Attorney Present: Nick Ehrgott

Guests Present:  Officer Bunting, David Thorne

Minutes of the September 09, 2019 Regular Board Meetings

Trustee Brian Verdun moved to approve the minutes from the September 09, 2019 Regular Board Meeting; second by Trustee Lisa Lambert;

Yeas:  Brian Verdun, Lisa Lambert, Mark Tissiere, Tom Russell – 4;

Nays:   None

Present: Jamie McPeek

 

Treasurer’s Report

Iris Thorne reported that the Treasurers Report and the Year to date Fund Summary for the month ending September 30, 2019 is included in the board packets. Reconciled bank balances for the Month ending September 30, 2019 are as follows:

Trustee Brian Verdun moved to approve the October Treasurer’s Report; second by Trustee Thomas Russell;

Bills

Board Listing Report #67 ran on October 11, 2019 at 1:41pm representing all due bills for the Village due in October 2019; Board Listing Report #66 ran on October 11, 2019 at 12:25pm representing all due bills for Tourism due in October 2019; and the between Meeting Paid Bill List were presented for payment.

 

Trustee Brian Verdun moved to approve the Board Listing Report #67 ran on October 11, 2019 at 1:41pm representing all due bills for the Village due in October 2019; Board Listing Report #66 ran on October 11, 2019 at 12:25pm representing all due bills for Tourism due in October 2019; and the between Meeting Paid Bill List; second by Trustee Tom Russell;

Police Report

Officer Bunting was present to review the September Police Report and reported there were a total of 36 calls to the Village in September. Board members discussed several of the calls with Officer Bunting.

 

OLD BUSINESS:

Braking Ordinance and Intergovernmental Agreement with Livingston Cty H/W Department

Trustee Lisa Lambert moved to approve the Excessive Engine Braking Ordinance along with the Intergovernmental Agreement with Livingston Cty H/W Department; second by Trustee Jamie Johnson;

Yeas:  Brian Verdun, Lisa Lambert, Jamie McPeek, Tom Russell – 4;

Nays:   Mark Tissiere – 1

 

Miscellaneous Old Business (discussion only)

Discussion on setting up a public meeting in December on cannabis.  Issue tabled until the November Board Meeting.

Discussion on the status of downtown buildings and what action should be taken took place.

 

 

NEW BUSINESS:

 

Tax Levy Fiscal Year 2020

The Tax Levy for the Fiscal Year 2020 in the amount of $79,686.75 was presented to the Board.

 

Trustee Jamie McPeek moved to approve the Tax Levy for the Fiscal Year 2020; second by Trustee Brian Verdun;

Building Inspector Pay

Discussion about increasing the Building Inspector’s monthly salary took place.  Issue tabled while our Attorney researches the Village’s Building Fee Schedule.
