Official Minutes of the August 10, 2015 Regular Board Meeting

Council Room, Odell, Illinois, Monday August 10, 2015, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee Members were physically present: Brian Verdun, Gary Wykes, Phaela Hodges, Joan Bullard, and Brian Mills.

Staff Present: Iris Thorne

Village Attorney Present: Ed Legner; Nicholas Ehrgott

Guests Present: Officer Bunting; Rick Phillips

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present

 

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance.

 

Minutes of the July 06, 2015 Regular Board Meeting

Trustee Joan Bullard moved to approve the minutes of the July 06, 2015 Regular Board Meeting as printed; second by Trustee Brian Verdun;

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report. Bank balances for the month ending July 31, 2015 are as follows:

Iris Thorne reported that the State is withholding our portion of Video Gaming money due to the State not having a budget in place.

 

Trustee Brian Verdun moved to approve the Treasurers report; second by Trustee Joan Bullard;

Bills

Board Listing Report #842 ran on 08/10/15 at 10:45am representing all due bills for the Village for August 2015, and Board Listing Report #843 ran on 08/10/15 at 11:18am representing all due bills for Tourism for August 2015 were presented for payment approval.

 

Trustee Brian Mills moved to approve and pay all bills on the Board Listing Report dated August 10, 2015 ran at 10:45am, list #842, and Board Listing Report dated August 10, 2015 ran at 11:18am, list #843, plus a Tourism Invoice for soda pop to be delivered tomorrow; second by Trustee Brian Verdun;

Police Report

Officer Bunting reported that according to the July 2015 Police Activity Report there were 34 calls; 0 warnings; and 0 citation(s) issued during the month of July.

 

OLD BUSINESS:

 

Route 66 Trail Bids

The Trail Bids received last month were tabled due to the state withholding grant money.

 

Bank Proposed Interest Rates Route 66 Project

No action was taken on the proposed interest rates received from two banks due to the hold put on the Route 66 project.

 

NEV Ordinance Revision

Attorney Ed Legner explained that the Village’s NEV Ordinance will need to be revised so that it will conform to the State Statute, which has been amended. The NEV Ordinance revision is tabled until the September meeting.

 

Clearwell Update

The Clearwell discussion is moved to Executive Session.

 

Miscellaneous New Business

Mayor Joyner indicated that he still needs to consult with Superintendent Ribordy on the Elk Street flooding situation. The issue is tabled until the September meeting.

Trustee Brian Mills reported that the Fire Department has obtained an ID machine and suggested that all Village personnel have proper identification in the event of a major emergency.

 

NEW BUSINESS:

 

Village Audit – Rick Phillips

Rick Phillips, Village Auditor, gave a summary of the fiscal year 2015 audit to the Board. Rick pointed out that there is a cash flow deficit in both the water and sewer funds. He indicated that this deficit is probably the most important aspect of this audit and needs to be addressed by the board.

Trustee Brian Mills moved to approve the Audit for the Fiscal Year 2015-2016; second by Brian Verdun;

Auditor for Fiscal Year 2016

Trustee Brian Mills moved to retain Phillips and Associates as our auditor for the Fiscal Year 2016; second by Brian Verdun;

Miscellaneous New Business

Brian Mills stated that as head of the Water Committee he will consult with Superintendent Ribordy on the water rates and call for a Water Committee meeting before the September Regular Board Meeting.

 

Mayor Joyner read a letter from Marty Fannin, Chairman of the Livingston County Board, regarding our 2016 Police Contract which begins December 01, 2016. Beginning December 01, 2016 if the Village wants to contract with the Livingston County Sheriff’s Department, a full time officer will cost the Village $ 85,000 or a part-time officer will cost $ 43,000.

 

Mayor Joyner extended a special “thank-you” to Bri Grieff for a successful softball season. He also thanked Trustee Gary Wykes for all his extra work at the ball field.

 

Mayor Joyner reported that he has set a date of September 3, 2015 for a town meeting to organize committees for an “Odell Day Celebration” in 2016.

 

Executive Session – Clearwell

 

Trustee Joan Bullard moved to exit Regular Session and enter into Executive Session to discuss the Clearwell Litigation at 7:53pm; second by Brian Verdun;
