Village of Odell, Illinois

Council Room, Odell, Illinois, Wednesday, January 14, 2015, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.

Roll Call

Roll call showed the following Trustee Members were physically present: Brian Verdun, Jamie Johnson, and Phaela Hodges

Staff Present: Iris Thorne

Village Attorney Present: Ed Legner

Guests Present: Sgt. John Mitchell, Officer Brian Hoffmeyer

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance.

Minutes of the December 08, 2014 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the December 08, 2014 Regular Board Meeting as printed; second by Trustee Jamie Johnson;

Approved by roll call vote:

Yeas: Brian Verdun, Jamie Johnson, and Phaela Hodges – 3;

Nays:   None

Treasurer’s Report

Iris Thorne, Clerk, reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report. Bank balances for the month ending December 31, 2014 are as follows:

Trustee Brian Verdun moved to approve the Treasurers report; second by Trustee Phaela Hodges;

Yeas: Brian Verdun, Jamie Johnson, and Phaela Hodges – 3;

Nays:   None

Bills

Board Listing Report #816 ran on 01/12/15 at 1:17pm representing all due bills for the Village for January 2015, and Board Listing Report #817 ran on 01/12/15 at 1:31pm representing all due bills for Tourism for January 2015 were presented for payment approval plus an additional invoice from United Pipe & Supply for $ 61.97

Trustee Jamie Johnson moved to approve and pay all bills on the Board Listing Report #816 ran on 01/12/15 at 1:17pm and Board Listing Report #817 ran on 01/12/15 at 1:31pm plus the invoice from United Pipe & Supply; second by Brian Verdun;

Approved by roll call vote:

Police Report

Sgt. John Mitchell reported that there were 18 calls in Odell for last month; 2 citations; 1 warning.

Officer Brian Hoffmeyer representing FOP Lodge #186 stopped by to notify the Village that the 5K Road Race scheduled for May 16, 2015 has been moved to May 09, 2015.

OLD BUSINESS:

Route 66 Trails Grant Update

Mayor Joyner noted that our engineers have reviewed IDOT’s comments on our Trail Plan and have responded to the comments in writing. IDOT is still reviewing the responses.

Clearwell Update

Attorney Ed Legner indicated that in regards to the Clearwell, the case is still in the Discovery stages with all Discovery due to be filed by January 15, 2015.

Construction Ordinance

Attorney Ed Legner has provided a proposed Amendment to our Construction Ordinance. The Amendment was tabled until next month.

Miscellaneous Old Business

Trustee Phaela Hodges inquired as to Attorney Legner’s finding upon his review of the Tax Abatement that was approved last month based on Attorney Legner’s oversight. Attorney Legner stated that some technical changes to the wording were made but nothing of substance has changed. No further action is required.
