Official Minutes of the July 06, 2015 Regular Board Meeting

Village of Odell, Illinois

Council Room, Odell, Illinois, Monday July 06, 2015, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee Members were physically present:  Brian Verdun, Jamie Johnson, Joan Bullard, and Brian Mills.

Staff Present: Iris Thorne

Village Attorney Present: Ed Legner

Guests Present: Sgt. John Mitchell; Joe Russow

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present

 

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance.

Minutes of the June 08, 2015 Regular Board Meeting

Trustee Brian Mills moved to approve the minutes of the June 08, 2015 Regular Board Meeting as printed; second by Trustee Joan Bullard;

Approved by roll call vote:

Yeas:  Brian Verdun, Jamie Johnson, Joan Bullard Brian Mills – 4;

Nays:   None

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report.  Bank balances for the month ending June 30, 2015 are as follows:

Illinois Funds Gen Fund Checking             $   201,573.51
Illinois Funds MFT Checking            $    86,154.94
General Fund CD’s              $  225,307.99

Trustee Brian Verdun moved to approve the Treasurers report; second by Trustee Jamie Johnson;

Bills

Board Listing Report #838 ran on 07/06/15 at 11:36am representing all due bills for the Village for July 2015, and Board Listing Report #839 ran on 07/06/15 at 11:56am representing all due bills for Tourism for July 2015 were presented for payment approval.

Trustee Brian Verdun moved to approve and pay all bills on the Board Listing Report dated
July 06, 2015 ran at 11:36am, list #838, and Board Listing Report dated July 06, 2015 ran at 11:56am, list #839; second by Trustee Jamie Johnson;

Police Report

Sgt. John Mitchell reported that according to the June 2015 Police Activity Report there were 28 calls; 2 warnings; and 1 citation(s) issued during the month of June.

OLD BUSINESS:

Clearwell Update

Attorney Legner informed the board that there was a hearing on the clearwell in June and that the Judge has continued that June hearing to later in July.

Miscellaneous New Business

Mayor Joyner reported that he has again reviewed the Elk Street flooding situation after the recent rains.  The Mayor will discuss the project with Superintendent Rich Ribordy. The issue was tabled until the August Board Meeting.

NEW BUSINESS:

Fiscal Year 2015-2016 Appropriation

Mayor Joyner presented the Appropriation for the fiscal year 2015-2016.  The Appropriation corresponds with the Working Budget which was approved in June.

Trustee Jamie Johnson moved to approve the Appropriation for the Fiscal Year 2015-2016; second by Brian Verdun;

Prevailing Wage Ordinance

Mayor Joyner presented the Prevailing Wage Ordinance to the Board.

Trustee Jamie Johnson moved to approve the Prevailing Wage Ordinance; second by Brian Mills;

Nays:   None

 

Route 66 Trail Bids

Joe Russow reported that the bid letting for the Route 66 Trail took place at the Village Hall on July 1, 2015.  Two Bids were received as follows:

 

Tobey’s                       240,890.56

HJ Eppel & Co           231,894.65

 

Mr. Russow explained that the State disperses the Grant money to the Village and then the State is reimbursed by the Federal Government. Since the State does not have an approved budget there are no funds available and the Grant has been suspended.  No vote was taken on the acceptance of a bid at this time.

 

Bank Interest Rates Proposal for Route 66 Project

Two bank interest quotes were received for the Route 66 Project.  No action was taken at this time.

 

\Miscellaneous New Business

Discussion was held on Odell having an annual Celebration.  The Mayor will further investigate the interest of a celebration in the community.
