Official Minutes of the March 09, 2015 Regular Board Meeting

Village of Odell, Illinois

Council Room, Odell, Illinois, Monday, March 09, 2015, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.

Roll Call

Roll call showed the following Trustee Members were physically present:  Brian Verdun, Gary Wykes, Jamie Johnson, Phaela Hodges, Matt Weaver, and Herman Fearman

Staff Present: Iris Thorne, Rich Ribordy

Village Attorney Present: Ed Legner

Guests Present: Sgt. John Mitchell

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance.

Minutes of the February 09, 2015 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the February 09, 2015 Regular Board Meeting as printed; second by Trustee Jamie Johnson;

Approved by roll call vote:

Yeas:  Brian Verdun, Gary Wykes, Jamie Johnson, Phaela Hodges, Matt Weaver, and Herman Fearman – 6;

Nays:   None

Treasurer’s Report

Iris Thorne, Clerk, reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report.  Bank balances for the month ending February 28, 2015 are as follows:

Iris reported that the balance for Video Gaming money is $ 16,108.34 in the General Fund.

Trustee Jamie Johnson moved to approve the Treasurers report; second by Trustee Phaela Hodges;

Bills

Board Listing Report #822 ran on 03/06/15 at 1:57pm representing all due bills for the Village for March 2015, and Board Listing Report #823 ran on 03/06/15 at 2:20pm representing all due bills for Tourism for March 2015 were presented for payment approval plus three additional invoices as follows:  Ron Masching    70.30

Trustee Brian Verdun moved to approve and pay all bills on the Board Listing Report #822 ran on 03/06/15 at 1:57pm and Board Listing Report #823 ran on 03/06/15 at 2:20pm plus three additional invoices as follows:  Ron Masching           70.30

 Police Report

Sgt. John Mitchell reported that there were 16 calls in Odell for last month; 2 citations; 0 warning.

OLD BUSINESS:

Route 66 Trails Grant Update

Mayor Joyner noted that per an e-mail received from our Engineers, the updated Route 66 Trail plans are still being reviewed by IDOT.

Clearwell Update

Attorney Ed Legner indicated that in regards to the Clearwell, there is a hearing this Wednesday on sanctions as to the failure of MPC to provide all of the Discovery that was requested.

Construction Ordinance

Attorney Ed Legner stated that the wording discussed at last month’s meeting has not been added to the proposed Amendment to our Construction Ordinance. Mayor Joyner tabled the issue until the April Meeting.

Miscellaneous Old Business

Mayor Joyner passed out information on the 5K that will take place in Odell on May 9.  Officer Hoffmeyer will be present at our April Meeting to expand on the event.

Mayor Joyner also reminded the board of the Red Carpet Corridor on the 2^nd and 3^rd of May.

Miscellaneous New Business

Mayor Joyner announced that there will be a Route 66 Car Show in Odell on May 23.
