Official Minutes of the March 11, 2013 Regular Board Meeting

Village of Odell, Illinois

 

Council Room, Odell, Illinois, Monday, March 11, 2013, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Noonan presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee Members were physically present: Brian Verdun, Jamie Johnson, Brian Mills, Matt Weaver, and Herman Fearman

Staff Present: Iris Thorne, Rich Ribordy

Village Attorney Present: Ed Legner

Guests Present:  Randy Wittenberg, Marty Fannin, Patrick Doggett, Mike Friend

Mayor Tony Noonan called the meeting to order at 7:00pm., at which time a majority of a quorum was present

 

Pledge of Allegiance

Mayor Tony Noonan led the Pledge of Allegiance.

 

Minutes of the February 11, 2013 Regular Board Meeting

After review of the minutes Trustee Brian Verdun moved to approve the minutes of the February 11, 2013 Regular Board Meeting as printed; second by Trustee Herman Fearman;

Minutes of the March 07, 2013 Special Board Meeting

After review of the minutes Trustee Brian Mills moved to approve the minutes of the March 07, 2013 Special Board Meeting as printed; second by Trustee Brian Verdun;

Nays:   None

 

Treasurer’s Report

The Treasurer has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report.  Bank balances for the month ending February 28, 2013 are as follows:

Trustee Jamie Johnson moved to approve the Treasurers report; second by Trustee Brian Verdun;

Bills

Board Listing Report #722 ran at 12:40 PM on 03/11/13 representing all due bills for the Village for March 2013 was presented for payment approval.

 

Trustee Matt Weaver moved to approve and pay all bills on the Board Listing Report dated March 11, 2013 ran at 12:40 PM, list #722; second by Trustee Brian Verdun;

Mayor Noonan presented the loan draw authorization for $ 281.00 to cover this month’s water project invoices.

 

Trustee Jamie Johnson moved to approve the loan draw authorization for $ 281.00; second by Brian Mills;

Police Report

There was not a representative from the Livingston County Sheriff’s Department present.  The police report was requested by e-mail on March 7, 2013, but no response was received.

 

OLD BUSINESS:

 

Clearwell – Mike Friend

Mayor Noonan invited Mike Friend from Andrews Engineering to speak to the board in reference to the leakage of the Clearwell liner since the installation. Mike briefly explained all the testing that has been done to date on the Clearwell liner.

 

Mike explained that we need to quantify the amount of water outside of the liner by draining the tank, removing any water behind the liner, let it sit for 48 hours, fill the tank and let it sit for 48 hours, and then measure the quantity of water outside of the tank.

 

The consensus of the board is to move forward as voted on March 07, 2013 at the Special Board Meeting.

 

 

 

 

Police Contract

Mayor Noonan invited Randy Wittenberg and Marty Fannin, representing the Livingston County Jail and License Committee, to address the board. Mayor Noonan explained that the current contract offer of $ 32,500.00 for 20 hours of non-guaranteed patrol, i.e.……no replacements for vacations; illness; training; emergencies; special assignments, etc…is not acceptable. This contract offered to the Village of Odell is the same contract, word for word, offered to the towns that share an officer; the shared towns each paying approximately $ 10,000.  The Village approved a counter offer to pay $15,000 for this contract at the regular February 11, 2013 board meeting.  Randy Wittenberg requested to have the offer in writing.  Mayor Noonan will see that the offer is delivered to Randy in writing.

 

NEW BUSINESS:

 

Patrick Doggett

Mayor Noonan introduced Patrick Doggett on behalf of Congressman Kinzinger.  Patrick Doggett is the field representative for Ford, Iroquois and Livingston Counties.  He encouraged the board to contact his office for any needs that the Village has.

 

Trustee Jamie Johnson moved to adjourn at 8:50 PM; second by Trustee Matt Weaver;
