Official Minutes of the September 14, 2015 Regular Board Meeting

Village of Odell, Illinois

 

Council Room, Odell, Illinois, Monday September 14, 2015, a Regular Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.

 

Roll Call

Roll call showed the following Trustee Members were physically present: Brian Verdun, Jamie Johnson (at 7:05pm), Phaela Hodges, Joan Bullard (at 7:25pm), and Brian Mills.

Staff Present: Iris Thorne; Rich Ribordy

Village Attorney Present: Ed Legner

Guests Present: Sgt. John Mitchell; Lisa Lambert

Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present

Pledge of Allegiance

Mayor Joyner led the Pledge of Allegiance.

Minutes of the August 10, 2015 Regular Board Meeting

Trustee Brian Verdun moved to approve the minutes of the August 10, 2015 Regular Board Meeting as printed; second by Trustee Phaela Hodges;

Treasurer’s Report

Iris Thorne reported that the Treasurer, Jim Rebholz, has supplied copies of an YTD Fund Summary and a MTD Treasurer’s Report. Bank balances for the month ending August 31, 2015 are as follows:

Iris Thorne reported that the State is still withholding our portion of Video Gaming money due to the State not having a budget in place. The Village has also received their 1st installment of property taxes in the amount of $24,096.77 in August.

Bills

Board Listing Report #849 ran on 09/11/15 at 1:21pm representing all due bills for the Village for September 2015, and Board Listing Report #850 ran on 09/11/15 at 2:00pm representing all due bills for Tourism for September 2015 were presented for payment approval, plus a Tourism invoice from Route 66 Association of Illinois for brochures for $240.00.

Trustee Brian Mills moved to approve and pay all bills on the Board Listing Report dated September 11, 2015 ran at 1:21pm, list #849, and Board Listing Report dated September 11, 2015 ran at 2:00pm, list #850, plus a Tourism Invoice for $240.00 from Route 66 Association of Illinois; second by Trustee Jamie Johnson;

Police Report

Sgt. Mitchell reported that according to the August 2015 Police Activity Report there were 19 calls; 1 warnings; and 0 citation(s) issued during the month of August. The board advised Sgt. Mitchell that a complaint has been received advising that grade school age children have been seen driving golf carts after school is out. Sgt. Mitchell advised to report any further sightings to the Livingston County Sheriff’s Department’s non-emergency phone number at the time of the offense.

OLD BUSINESS:

Route 66 Trail Bids

The Trail Bids were tabled due to the state withholding grant money.

Bank Proposed Interest Rates Route 66 Project

No action was taken on the proposed interest rates received from two banks due to the hold put on the Route 66 project.

NEV Ordinance Revision

Attorney Ed Legner explained that the Village’s NEV Ordinance will need to be revised so that it will conform to the State Statute, which has been amended and is still in the process of being amended. Ed specified that non-highway vehicles have been divided into four (4) classifications. Ed indicated that none of the non-highway vehicles are operable on Village streets unless the Village has an Ordinance in place to allow them on Village streets.

Revision of the Village’s present Ordinance is tabled until October’s Regular Board Meeting.

Culvert Policy

After discussion of our present culvert installation policy, Mayor Joyner requested Attorney Legner to prepare a draft of that policy in writing to present at the next board meeting.

Clearwell Update

The Clearwell discussion is moved to Executive Session.

Miscellaneous New Business

Mayor Joyner asked Lisa Lambert to address the board concerning a recent incident she had with a dog that was not on a leash. Mayor Joyner expressed his concern over the increasing incidents resulting from unleashed dogs in the Village. Mayor Joyner requested of Sgt. Mitchell that the Livingston County Sheriff’s Department enforce our leash Ordinance.

In other old business, Mayor Joyner stated that the Elk Street water issue was present again with all the rain this spring. He requested that the board entertain a motion to fix the water drainage problem. Trustee Jamie Johnson moved to fix the water drainage issue by going east along the street to the ditch; second by Brian Mills;

NEW BUSINESS:

Water Rates

Trustee Brian Mills as chairperson of the water and sewer committee researched our present water rates as advised by our auditor last month. Trustee Brian Mills moved to increase the minimum water usage rate from $ 15.00 to $ 20.00 and the Farmers Meter rate from $8.00 per 1,000 gallons to $10.00; second by Brian Verdun;

Miscellaneous New Business

Mayor Joyner set a Town meeting in reference to Odell Days for Tuesday, October 13, 2015 at 7:00pm at the Odell Fire House.

Mayor Joyner set Halloween hours on October 31, 2015 from 4:00pm to 6:00pm

Trustee Jamie Johnson requested that a representative from the Fire Department attend the October Board Meeting in order to update the public on the progress of ambulance service in Odell.

Executive Session – Clearwell

Trustee Brian Verdun moved to exit Regular Session and enter into Executive Session to discuss the Clearwell Litigation at 8:06pm; second by Brian Mills;
