Council Room, Odell, Illinois, Thursday, November 21, 2013, a Special Board Meeting was held this date at 7:00pm., at Village Hall, Council Room, 213 S. Front Street, with Mayor Joyner presiding and with proper notice having been posted.
Roll Call
Roll call showed the following Trustee Members were physically present: Mayor Terry Joyner, Brian Verdun, Gary Wykes, Jamie Johnson, Matt Weaver, and Herman Fearman
Staff Present: Iris Thorne
Mayor Joyner called the meeting to order at 7:00pm., at which time a majority of a quorum was present
Pledge of Allegiance
Mayor Joyner led the Pledge of Allegiance.
Route 66 Trails Grant
Mayor Joyner indicated that he has called this Special Board Meeting to discuss the Route 66 Trails Grant of $ 200,000 which the Illinois Department of Natural Resources has awarded to the Village of Odell. Mayor Joyner explained that the awarded Grant Money is to be used to develop a walking/biking path on the unused 1.9 miles portion of highway, which runs just outside of the Village.
Mayor Joyner opened the meeting up for discussion. After discussion the following motions were made:
Trustee Herman Fearman made a motion to accept the awarded Grant and proceed with the Route 66Trails Grant Project; second by Jamie Johnson;

Yeas: Brian Verdun, Gary Wykes, Jamie Johnson, Matt Weaver, and Herman Fearman – 5;
Nays: None
A motion was made by Trustee Matt Weaver to approve the Professional Services Agreement with Andrews Engineering for the Route 66 Trails Grant Project; second by Brian Verdun;

Yeas: Brian Verdun, Gary Wykes, Jamie Johnson, Matt Weaver, and Herman Fearman – 5;
Nays: None
Trustee Gary Wykes moved to adjourn at 7:39pm; second by Trustee Jamie Johnson;
